Under executive orders from Governor Burgum, all businesses reopening in North Dakota must adhere to the state's ND Smart Restart Plan. The plan requires businesses to develop a COVID preparedness plan based on industry-specific requirements, assign a plan administrator to execute and monitor the plan, and distribute it to all workers.

COVID training protocols include wearing a mask, health screenings, take temperatures, reporting illness and more. While Governor Burgum has removed all fines associated with businesses not following COVID requirements. However he "strongly encouraged to adopt and rigorously to follow” the guidelines.”
